SK-AM64B: Connecting to the dev board using no boot mode

I am trying to connect to my sk-am64B dev board using the no boot mode setting (using the dip switches) as specified in the manual and I am unable to connect to any of the processor cores apart from the PRU cores.

I have tried using the onboard debugger (xds110) and the stand alone blackhawk xds200 debugger via j-tag header with the same results.

Setting the dip switch settings back to boot from SD card (default settings) and has allowed me to connect to the R5f_0_0 core, but with no options to load any code, or edit memory.

I am using CCS 12.5.0.00007 to connect, MCU+SDKam64x 09.00.00.35 and I believe I have the relevant pre-requisites installed.

Is there anything special that I need to do to connect to the processor? Or should I be using a different boot mode? The manual does not seem to have much information about the no boot mode configuration.
