Yes, REFCLK to SerDes is necessary.

I think both options are available, You need to configure the SerDes as required to use External clock source or Internal clock.

Only Linux SDK has support for SerDes configuration. No RTOS support for Ethernet.
For using Linux SDK for SGMII, you need to make changes to Ethernet Driver and device tree update. Default Ports are configured in RGMII as per TI EVM.

Default it was Internal clock. SerDes is enabled for USB/PCIe by default.
The clock is same for USB/PCIe/SGMII. No need of clock configuration change.

Do you mean Port-1 in RGMII and SGMII? If so, no it can't be act as two interfaces on same port.
You can enable Port-1 in SGMII and Port-2 in RGMII or Viceversa.

You can, as mentioned above you need to use two Ports.
