How to use encoder dynamic parameters width and height

using tms320dm6467 evm with dvsdk 3.10.00.19, h264 encoder

my purpose to change video resolution dynamically. do i have to resize before calling to encoder to set those dynamic parameters?

for example, running 720p with 30fps. want to change resolution to 480p.

Yes, You should resize the input before giving the new resolution to codec and then call the dynamic params with the new resolution. The codec does not have any reszie feature within it.

Should i also change the input in case of dynamic change of frame rate or bit rate?

Like, drop the frames of something...
