Leakage voltage appears at DVDD15 , it may come from CVDD1 via TMS320C6652.

This is not acceptable power-up sequence. It does NOT match the datasheet recommendations.
Did you follow the hardware design guide for keystone devices:
See section 2.2 Power Rails. Check if your design follows the proposed solutions: bulk caps, bypass caps, filters..

Please also note that the leakage path you are observing is likely related to usage note 10 in the errata

If so , it should be ok, as long as you follow/adhere to the power up requirements/specification in the datasheet.
