Hi,
DCC tool can be downloaded from CDDS, please check chapter "3.9 DCC" in VisionSDK_UserGuide_TDA3xx.pdf for exact link to it and tool usage instructions.

You do not need DCC tool to create a sensor driver. DCC is used only for image quality tuning.
To create a new sensor driver, you can follow these steps
1.Copy DCC profile from another sensor.
2. Modify the XML files in a text editor. Update DCC ID. Please use a ID which is same as the ID specified in sensor driver.
3. Run the script generate_dcc.bat
