This setup.sh can be used to create your host side nfs set up. Are you not able to boot via NFS on PSDKLA 7.1?

I tried the solution you posted, but still failed to use nfs as rootfs. 

After digging I found that dorprocboot and name_overlays saved in uenv.txt, but missing bootargs.

root@j7-evm:~# cat /proc/cmdline 
console=ttyS2,115200n8 earlycon=ns16550a,mmio32,0x02800000 mtdparts=47040000.spt

Maybe it's an issue from minicom or it's settings. minicom seems cann't handle long line input/output.

My udev.txt is attached and here is a snapshot of minicom:
