I am not sure on the Keystone II devices but rather recent Sitara RTOS SDKs (e.g. AM57xx) do have that here:
c:\ti\pdk_am57xx_1_0_3\packages\ti\transport\ndk\nimu_icss\example\src\netHooks.c

Nethooks.c is actually just instantiating some daemons that are part of your NDK installation. And this code is device independent. I think in the past this was part of NSP packages which are not available anymore and replaced by test and example code in RTOS/PDK transport section. This answer should be part of an NDK FAQ as I have seen this many times...

The servers are great for doing quick network tests including performance. Matching PC test clients are also part of NDK in wintools folder.

The link I provided is the Processor SK RTOS installer for K2HK. After installation, you have multiple folders, one of them is pdk_k2hk_4_0_x. There is no seperate installer for pdk_k2hk_4_0_x.
