We refer to the following two link processes, but our development board is not dialed into debug mode; but we can confirm that the same result is in debug mode. Can you reproduce it over there?

Before starting the ROV, are you able to connect to target in debug mode? I don't think this will work if you are simply not connected.

We have tested that ROV can be connected in both debug mode and non-debug mode. It can be determined that it is not caused by this problem. You can also try to reproduce the problem and see, instead of guessing

What I meant by "debug mode" is generally making sure CCS and target are talking to each other on your side apart from the ROV issue. If they are not then for sure ROV won't connect either. I personally can't reproduce it right now but will ask SDK team if they are experiencing the same issue. They will reply here soon.
