It seems weird, but i can't find the default clock frequency of the TMS320C6678 in the chip and evm user guides ? is it 1.25 or 1.00 GHz ?

In my opinion, the clock frequency of C6678 is fixed when the chip is taped out and packaged. You can see the "Sample or Buy" section of http://www.ti.com/product/tms320c6678. The chip with part number which is ending with 25 like TMS320C6678CYP25 can run at 1.25G and the others can only run at 1G.
As for the EVM board, the clock for every C66x DSP is also deterministic. According to the "C66x DSP System PLL Configuration" table of TMS320C6678's datasheet, although the input clock frequency and configuration of PLL is different, the actual working frequency of every C66x is all the same for a 1G or 1.25G device. So it's the designer's responsibility to supply the appropriate clock to appropriate device.

1.25 or 1.00 GHz is the nominal max frequency that the device can operate at . You can chose it's working frequency by setting up the PLL. The default frequency you mentioned depends on the default value of the PLL registers.

you can find the default frequency in the gel file. The gel file will setup the PLL when you link the core0.
According to value of the default frequency, the gel function(in my file, the function is Set_Pll1()) setup the PLL registers.
