Total measurement time in Radar Equation

In TI tranning, I have some quetions about radar equation.

Total meausrement time (called as integration time or active frame time) is N*Tc.

After range-FFT and Doppler-FFT, the processing gain is N*Tc.

Is the processing gain is Tc if range-FFT is only passed ?

The processing gain means the gain obtained after ADC output. 

If target is located at far range and ADC input SNR is very low about ~0dB (inability to distinguish between signal and noise), can the target be detected when processing gain is increased by increase of measurement time? 

Is it possible to detect a far range target if the total measurement time is increased?
