We have customers using the TRF372017 or the TRF3722 integrated modulator + PLL/VCO to change the phase of the RF. You can provide DC offset to I/Q branch of the modulator + pll/vco circuit to adjust the gain and phase of the radio output.

LMX2572, 2582, 2594 they all have a phase adjustment function to shift the phase of RF output w.r.t. the reference clock.
LMX2572EVM user's guide section 3.2.1 has an example.
