What is the formula for calculating the frequency of CD74HC4046 and how to configure it

Hi Team,

I noticed that the 4046 of Onsemi had a formula. I applied the formula and found that part of the results was correct, and the rest was outrageous.

For TI's CD74HC4046, I only see a few pictures in the specifications. What is the formula for calculating the frequency, and could you please tell me how to configure it?
