Using TIRIS S251B to Program RFID Transponders

How does one use the TIRIS S251B Reader to program a read/write RFID transponder?

The manual for the TIRIS S251B Reader states "...also used to send programming data to Read/Write and Multipage transponders"  (see Section 1.3 of the attached manual).  However, I could not find any other info on how to do this in the manual.TIRIS S251B Manual.pdf
