Provide The PDN & Replacement MPN For PC16552DVX/NOPB

TL16C UART family of devices was TI's pin-to-pin response to replace National Semiconductor UART devices before we acquired National Semiconductor. I'll have to look for the PDN, but my guess is it was just discontinued once TI acquired National Semiconductor, so I'm not sure a PDN is available.
