FDC1004EVM: Sensing through conveyor belt

We want to mount a FDC1004 PCB under a conveyor looking upward through a 2mm thick plastic conveyor belt. The PCB would be potted in a ~2mm layer of epoxy resin, and we'd use active shielding to address the capacitive effect of the stainless steel below. Will having to look though the epoxy and plastic significantly affect measurements though attenuation, capacitive effect, or any other means?

    The Epoxy won't be a problem, and the conveyor belt material  in and of itself probably won't present a problem,
    But the movement of the conveyor belt, and any associated change in its thickness or vertical position may be contribute fluctuations in the capacitance measurements (aka "noise").
