No, they are not pre-certified.
The EVM is RED certified and we are working on the FCC certification of the EVM right now. However, if you use your own board design you would need to do this certification for your board.
If you are designing your own board, please take care to reference the decoupling capacitor placement and grounding on the EVM as this will impact your emissions performance. Specifically, the 1.4V SYNTH, 1.4V APLL, and 1.8V VCO capacitors can play a major role in passing the FCC certification due to 14.4GHz and 28.8GHz emissions coming from our internal APLL.

Sorry for the delay. Yes, if he wants a certified module, he will have to buy from a third party. TI is not selling end products, we sell the silicon and and EVM which is designed for evaluation only. The EVM is not intended to be used as an end product and thus you would need to certify your end product yourself.
