I took it out of the box and powered it with 5V. But it doesn't work, it draws 5.1 amps, all the LEDs are lit and the LATTICE gets very hot.
Is there any way I can fix it or should I contact the sales department?

I am using bench power supply which can give 6.5 amps at 5V.
If I use 5V/3A supply, voltage drops down to around 2.5V.
I think there is a short circuit maybe in the FPGA. Because it can draw 5 amps without voltage drop.
Also FPGA gets very hot and all the LEDs connected to FPGA are half lit which means outputs are floating I guess.

Has this board ever worked before?
It should not be drawing 5amps. There must be something shorted, most likely due to ESD damage. I would suggest trying to return it, it would be extremely difficult to diagnose and fix.
