Hello,
The absolute maximum rating voltage (VINX) for INP and INN is from 0.5 to 1.3V. However, since these pins are connected to the ultrasonic transducer, the voltage can be as high as +70V as AC signal. How should I understand the rating voltages?

Thank you for reaching out with this question. Please note the example schematic shown in the datasheet
The INP and INN pins should be fitted with an AC coupling capacitor. This should allow the device to apply a DC bias voltage which is described by the ABS Max table in the datasheet.
You are correct, however, that large scale transients are present during the burst cycle for the sensor. The analog front end is described in more detail in section 2.2 of https://www.ti.com/lit/an/slda053/slda053.pdf
