PGA460-Q1: Account restricted - no explanation

I am trying to put an order of some parts, but i always get the massage 'out of stock' even when there itens in stock. Asking a live agent i get the the follow information.

"You cannot buy this item, your account it is restricted"

How can i solve that? It is a regularly item for us.

Also, no explain about that was given. Some months before i used to buy this item in this account.
