Which pin of the AWR1843 should the voltage be input to drive the AWR1843?
(I think I can drive it by inputting 3.3 V to F15 and R10.)

There are many more supply pins on the radar. In total the device has four different supplies (3.3V digital, 1.8V digital and analog, 1.2V digital, 1.0V RF). Please review the hardware design checklist and device datasheet to understand the different pins on the radar.

The lines below from the datasheet show the role and pins for each of the voltage rails...
You would need to provide all of these voltage rails to produce a working design.
The easiest place to start might be to look at how it is done on one of the TI Evaluation Boards, such as this one:

Hello,
No, L13 is not required for general purpose devices. This is only needed for secure variants which you would not be using.
ALL other supply pins are required for device operation.
