In that case, I assume that you are connecting AWR1843 over UART pins to TM4C129ENCZADT3. so you need to read data over UART from AWR1843 using application running on TM4C*** MCU.
And TM4C129ENCZADT3 is connected to PC over USB cable.
Please fill me up with your full device connection and how it is connected to your PC over USB.

This is not a complete schematic.
It is from the power supply on the radar side.
The AWR1843 is inputting 3.3 V, 1.8 V, 1.24 V, 1.0 V.
(3.3 V: E15, R10)
(1.8 V: B11, B12, F5, K5, R9, D15)
(1.24 V: G15, H15, N11, P15, R6, P14)
(1.0 V: G5, H5, J5, C2, D2)
A 3.3 V voltage is input to the TM4C129ENCZADT3.
(PK6, PK7, P19, VDDn, P18, N4)

Please provide the full schematic with all connections and components. It is not possible to review without it.
If what you have provided is the complete schematic then you are missing several necessary components. You need to review the hardware design checklist and make sure you include all of the required components for the AWR1843 device.
