AWR2944 has back off feature to reduce Tx output power. When back off is non-zero value, is power consumption of MMIC reduced compared to back off = 0?

Yes the power consumption will reduce but reducing too much TX power can result in poorer SNR quality of received signal and also to lower range detection.
