Does the LMP91000EVM require the SPIO4 Board? Is the SPIO4 Board shipped with the LMP91000EVM?

That EVM does not implicitly require the SPIO4 board, you are free to use an MCU board (like an MSP430 Launchpad) to interface to.
The SPIO4 board was discontinued in 2020.

I have to admit (I am more of a hardware person) I personally always had some trouble porting regular MSP430 projects to FRAM MSP430, but if you have done that before I am sure it can work, but we may need to ask the MSP430 folks for help if you run into any issues. (which we can totally do)
