Thanks for posting to the sensing forum! The TDC1000 and TDC7200 are not the recommended devices for flow metering due to a bug in the device which reduces the accuracy of the measurements. The recommend device for flow metering is the MSP430FR6043 since it can achieve a higher accuracy.
I am not sure what the flow limitations are on the MSP430FR6043 so it might be useful to check the documentation for that device or make a new post regarding the MSP device to get an engineer that services that device to review your questions.

Unfortunately there is no errata sheet for this error. You can find some more info on the TDC1000 FAQ linked here.
To summarize the issue, the first STOP pulse generated by the comparator of the TDC1000 can be missed at times causing a slight delay to the ToF calculated. Hence why there is a reduction in accuracy, we have had other users that still use this device were high accuracy is not required and they have also implemented the averaging function within the device to reduce the error since the skipped pulse does not occur every run.
