I would say the end application is up to you. If the PGA900 fits the requirements you've laid out, then the device is a good fit for the application.
I will say, I find that military applications in the field need a lot of usually need heightened temperature requirements, or proof of specific qualifications. Civil is a broad concept and I believe the PGA900 will work.

Unfortunately, I do not understand the question. I am assuming you are asking if you can implement you're own firmware (protocol) on the device. The answer is yes because the PGA900 is effectively a M0 cortex micro-processor with a specialized ADC. If you need access to the datasheet, please follow the instructions here.
