Posting on behalf of my customer:
In the footprint drawing on the pages 53 to 55 in the datasheet of the AWR2243 the pins D1 and M13 are missing, but used in the pin description on the pages 13 to 16 and the pins D14 and F15 are in the footprint drawing but aren't used in the pin description.

It looks like you are correct, we do have a mistake in the datasheet. We will need to resolve this internally.
In the meantime, I would recommend to refer to the AWR2243BOOST schematic and layout for correct pinout.
D1 = 20GHz LO output
M13 = JTAG TCK
D14 and F15 are depop and not present.
