mmWave Demo Visualizer Offline Not Running

I am attempting to run the following offline version of the mmWave Demo Visualizer, but am unable to get anything to run.

SDK Version 3.6

gcruntime 11.0.0

When attempting to run the program, either from the desktop shortcut, launcher.exe, or command line, I get no response.  To be clear, the system doesn't freeze, just simply nothing happens.

I have connected to the online version and am able to run the Visualizer with no issues.

I am running on a Windows 10 64-bit system and am assuming I am missing a prerequisite software.
