The other day, I requested a sample program for detecting the liquid level in a tank (languages used: C,C++,Python),

but the request was refused with the following reply.

I have already purchased IWR1443BOOST and checked its operation using mmWave Demo Visualizer.

Are program samples provided for a fee, and how much?

    Hello.

    From what I understand from your request and the reply, it looks like you tried to order hardware samples.  For software program examples, you can look at our radar toolbox for example projects like level sensing.  It includes the CCS project and a user guide to get started.  I have linked it here.
