    1. You can download the radar toolbox at the following link

    https://www.ti.com/tool/download/RADAR-TOOLBOX/1.20.00.11

    Click on Release notes

    It will redirect you to TI resource explorer. Click on the download button on the TOP RIGHT corner.

    2. Radar tool box is different from mmwave SDK. Radar toolbox contains the applications built on radar devices. Toolbox makes use of SDK

    SDK contains the software drivers 

    3. You can find the sample cfg file at the following location

    radar_toolbox_1_20_00_11\source\ti\examples\Level_Sensing\high_accuracy\chirp_configs\high_accuracy_demo_14xx.cfg 

    From the docs in MMWAVE-SDK v02.01.00.04 you can understand definition for each CLI. You can create your own CLI using the above .cfg as reference

    4. I suppose you are using DCA1000 to get the RECORD START. That will only give you raw data, It will not provide any information about the level sensing TLV
