Whether the power rail of AWR2944 have a mandatory sequence on start up and shuntdown?

Does bolow figure show that it's mandatory for 1.2V>2.8V&1.0V>3.3V?

Dear Siyuan -

Yes, Section 7.10 in the AWR2944 datasheet has the requirements for Power Supply Sequencing and Reset timing. (Figure 7-2, as you have referenced)

Would you please share what will be the result if the sequece is 3.3 >1.8 &1.2 >1?

And we tested on AWR2944 EVM, The sequence seems 1.8>1.2>3.3>1

Dear Siyuan -

If you see the entire diagram on page 42, along with the wording above, the key detail here is that DC power and SOP lines are stable before the NRESET is deasserted.
