The specified range is the temperature range where the device has been observed to accurately report temperature readings, whereas the operating range is the conditions the device will continue to operate in, but the accuracy is not guaranteed by datasheet spec.

I’ve never seen such an attribute like this before on TI’s datasheets. Is this something new that TI will be using, or is this an anomaly for some reason?

As the TMP103 is an older part, the general format of our datasheets has changed since then and now only the operating range is specified. I believe for this part also, the capability was not there at the time to verify this part's operational capability at the more extreme temperatures.
