By response time I assume you mean thermal response time?
If this is the case, from internal testing, the lowest observed thermal response time we've achieved with the TMP117 is 15.8 seconds in stirred oil. The conversion time of this device in one-shot mode is 15.5 ms.
To get the best possible response time for your setup I would recommend avoiding soldering the thermal pad on the TMP117 device and thermally isolating the sensor from other components on the board.
