TIDA-010941: Is the reference design TIDA-010941 compliant with UL268 and EN54-20?

but will it also be compliant with UL268 and EN54-20 requirements?

The fire tests conducted for UL217 shown in the TIDA-010941 design guide are the same tests for UL268. While we have not tested to the EN54 standard, designs that are capable of passing the new UL standards should also be capable of passing the fire tests for the EN54 standard.
