TUSS4440: power consumption increase when chip-select is enabled without Vcc to the device

This is a very basic question, but I need to double check so I can confirm with the customer: when the 5V-Vcc is off and the SPI chip-select is high (5V), the ESD protection diode creates a path for current to flow into the power rail and therefore the TUSS4440 dissipates power, despite the fact the device is de-energized. (a) Can you please confirm the theory and (b) what is the max current that can flow through the ESD diode without compromising the reliability of the TUSS4440?
