The TDC1000 can be used for liquid level detection, but I can't see how it could be used for for liquid detection in USB ports. For liquid level detection, the time of flight of the signal is measured through the medium(water or air). This also requires some spacing between the transducer and target(typically a few cms). This would be difficult in a tightly controlled space like where a USB port would sit.
You may consider a humidity sensor like the HDC3020 for this application, but I am not sure if the temp and humidity sensing team has done any testing like this.
