TI-SCB: INA228EVM - SCB freezes after a few seconds - cannot maintain USB connection

Hi, I am trying to set up an INA228EVM + SCB control board. I followed the user's manual instructions on installing the USB drivers and setting up the web GUI, but the GUI cannot connect to the SCB board.

When plugging in the SCB board (with or without the INA228EVM connected), I get a USB connection sound from the PC (Windows 10), the LEDs on the board blink for a few seconds, then the LEDs go out on the board and the USB disconnects.

Even when placing the board in DFU mode by shorting the two test points, the USB connection only persists for a few seconds before the board appears to lock up. Because of this, I am unable to use the sensor board, and I am also unable to update its firmware because the USB connection doesn't stay alive long enough. I am not connecting through a USB hub, just a straight connection to the PC.

How should I proceed?
