OPT4060DTSEVM: Latte start up issue

Hello,

I have successfully installed and ran Latte from a recent download of OPT4060DTSEVMGUI_.exe on a lab computer.

However, I cannot get it to start up with my work computer. Both computers have similar hardware configurations. 

I get the following error:

If I attempt to run devInit.py again, no GUI window appears and I get:
