Using the Sensing Solutions EVM GUI Tool v1.10.0, is it possible to programming the capacitive sensor application firmware on an FDC2214EVM board with a new msp430F5528?

Yes, you should be able to program the firmware using the sensing solutions GUI. Section 2.9 of the users guide below describes this.
