Have you tried using our LDC-CALCULATOR-TOOL? You could use internal layers. However, you need to make sure that you do not route traces (not associated with the coil) directly above or below the coils. The board material will likely have a higher permeability than air. Therefore, given the following conditions:
Condition1: inner coils
Condition1 Target distance = distance between outer coil to board surface +distance from board surface to target
Condition2: outer coils
Condition2 Target distance=distance from board surface to target
When Condition1 target distance = Condition2 Target Distance, Condition1 should have a slightly larger inductance, lower frequency range.
However, if you have a relatively thin board, this difference might be negligible.
