my ego vehicle was moving at velocity of 13 kmph , at longitudinal 3 meters there was an stationary vehicle , why radar was showing that relative velocity as -3.62..
can someone clarify how this calculation was computed ?

The relative velocity is -3.62m/s. And if you convert 13kmph to m/s it would be 3.61m/s. Since the vehicle is approaching towards the radar, the velocity is negative.
