The 9600 I2C tHD:DAT SPEC has maximum:930ns
but the I2C standard is not limit the maximum
so if the tHD:DAT value over the 930ns,is there any concern for this?

This HDDAT max spec assumes a specific frequency. It is possible to have a longer HDDAT at a lower frequency, and the target device is not concerned by it.
