Can you please let me know from where did you find the attached image? I am only able to find below image for Ripple specification from the datasheet.
You can measure this spec (Vrms value of frequency components in a supply rail) using a spectrum analyzer. Please ensure that you are tapping/measuring the supply rail from where it is directly fed to respective BGA balls of the AWR1843AoP. Spectrum analyzer will be able to support measurement in Vrms. If not, please use dBm to Vrms converters which you can easily find on internet.
