Is there something unique inside the IWRL6432 device that makes it more suited for FR4, or could one design for FR4 with the IWR6843 also?

We don't recomend FR4 for most applications due to the uncontrolled, wide variability in Dk seen across manufacturers. Since the IWRL6432 is designed as a low-cost, low-power solution, we targeted our collatoral to make use of a lower cost substrate. Namely: FR408HR Dual Ply 2x1086. FR408HR is an FR4 based material that has improved Dk and Df at lower cost.
That being said, there is no reason that you could not use the recomended FR408HR substrate with either The IWRL6432 or the IWR6843. However, any GCPWs, patch arrays, or RF structures would need to be redesigned from TI reference materials to appropriately match the new Dk/Df. This same is true of any substrate.
