Tool/software:
I am trying to access the gui but when i try to install the gui i get the included error where on install it can't locate the server to download ni runtime engine. And when i download the runtime engine manually and install it i get an error that says it is not installed.

Just to clarify but do you see this window after opening the installer or does the issue occur while opening the file?
I would also suggest checking your security software in case it is unintentionally flagging the GUI program and preventing it from accessing the web.
