No, XDS110 debugger is not required for flashing the code. You can use UART or SPI to flash the device as well.

Are you sure that you have the right SOP settings to set the device in functional mode? 

If the problem persists, i suggest you to power cycle the board and try flashing the pre built binary present in the radar toolbox.
Once flashed, set the device in functional mode and issue a device reset before sending the configuration.
