AWR2944: Flashing/connecting issue

We have a custom board based on the AWR2944 and recently had 5 of these boards fabricated/assembled. On 3 of the boards they are fully functional, i.e., we can flash the radar chip, connect to it over USB-UART via XDS110, stream out data over Ethernet. On the other 2 boards we are having the below issue during the flashing process, i.e., ' [STATUS] ERROR: "Flash verify failed" !!!' comes up after steps 2/3.

On one of these faulty boards we had the radar chip replaced and it made no difference. On the other faulty board I have replaced the QSPI flash chip with one from a known working board and again no difference. I put the QSPI flash chip removed from the faulty board down on a working board and it still worked ok.

Is there anything I can do to debug this issue further? I've checked voltage rails for the QSPI flash chip and radar chip and these are fine, current draw similar to working boards. I've also tried flashing using Uniflash (instead of the uart_uniflash.py script) and I don't see these error messages there but can't connect to the board after flashing completes (after switching to functional mode and using mmWave demo visualizer to try and connect). I've checked SOP0/2 are set correctly for flashing and they are. Evidently the UART link is working ok otherwise it wouldn't get through any of the flashing process. Help with this would be much appreciated as I'm really not sure what to try next.
