Settling refers to the synthesizer ramp down and settling of TX before the next chirp ADC sampling starts. There is some finite amount of time for the synthesizer to ramp down and the TX to turn on before the next chirp. If you start sampling before everything has settled you will have more noise in your ADC data. This will mostly be impacted by your ADC start time.
Inter chirp time is the time from when ADC sampling on previous chirp end to the time when ADC sampling on next chirp starts. This is represented by the "Total inter-chirp gap" in the diagram.
