If you do not need the doppler information, you can skip it. You can directly use the range and angle information to locate the object

If the object is moving but no need of velocity estimation, in this case
to reduce computation time, whether we can skip doppler FFT and go with
range and angle FFT.
Whether the velocity of the object which creates doppler shift may
give ambiguous range measurement. Please clarify.

If you do not need velocity, then you need not send multiple chirps. Only 1 chirp with all Tx Rx enabled is sufficient to determine the range and angle.
Multiple chirps are used when velocity needs to be determined. So, sending one chirp will provide you the snapshot of the scene even if there are moving objects
