Yes absolutely the HDC3022 can be used with an enclosure around the part, so long as that enclosure is not directly contacting the HDC3022. We want there to be space for air between the enclosure and the sensor to allow for air flow and remove any physical stress that a tight fitting shell could cause. Is that what you had in mind, or a more open enclosure with air space between the sensor and the walls?
The key goal with an enclosure is to make sure there is proper airflow so that heat from the PCB is not trapped inside, and that the outside ambient air is captured by the sensor with no temp/RH change.

Is the sensor still being exposed to the air here? Is the main side we are looking at have another plate covering it, or be pressed against a wall? If those are not the case, and the sensor will have access to ambient air flow just with this box around the sides, then its OK.
