Im not aware of that being an issue. However, I will see if our packaging team has received any feedback or returns relating to such a cleaning method.

We couldn't locate any documentation specifically calling out damage to SOT-23 packaging due to plasma cleaning. We heard back from our packaging team that plasma cleaning is a commonly used factory procedure for all devices and that you should follow the IPC general requirements for safety, quality, and cleanliness when using this method. Specifically, the PCB should comply with IPC-610D following this procedure.
